Orders
Overview
Orders are objectives that, when completed, reward viceroys with Reputation and some assortment of goods, villagers, or perks.
Orders have 4 complexity tiers which specify in which slots they can appear. Orders can also vary based on difficulty. This difficulty system is separate from, but influenced by the settlement Difficulty. Each settlement Difficulty will have a set of Order difficulties that will be drawn.
For example, the Veteran Difficulty has the Order difficulty set as:

Since not every Order is valid for every Order difficulty, some Orders will be impossible to draw on specific settlement difficulties. For example, Blue Metal is a Tier 1 Order that is only valid for the Hard Order difficulty, so it will never be seen when playing on Settler, Pioneer, or Veteran. Likewise, Help from the Queen is a Tier 1 Order that is only valid for the Easy Order difficulty, so it will never be seen when playing on Viceroy or above. Some Orders have identical requirements for multiple Order difficulties.
