The player provides cement and gravel to the prefab panels factory via delivery by road or by storing gravel and cement in an appropriate storage. Prefab panels are used for construction and can be exported via a customs house.

Depending on the Game settings the player needs to take care of provisioning water for workers and taking care of wastewater and/or maintenance.
