In Workers & Resources: Soviet Republic, the player works towards building a self-sufficient republic by constructing Buildings, Utilities, Infrastructure, and other construction projects. There are two ways to complete a construction project:

The cheapest way to build the republic is for the player to build everything himself using construction facilities and the proper resources.

Funding with currency

Funding with Rubles or Dollars works as an 'Auto-build' feature. Players place a building in the world, select the payment currency, and the building is rapidly constructed and ready for use. This way of funding is an expensive way of development compared to construction with resources.

The reason why this approach is expensive over construction with resources is because, apart from the price of every resource and labor costs, the player pays an additional fee for delivering the goods instantly. This fee also includes a fee for the distance between where the constructed item is located and the nearest customs house. Note that constructions completed this way will vary based on the distance to their respective border (NATO for Dollars or the USSR for Rubles).

Construction with resources

The cheapest way of constructing Buildings, Utilities and Infrastructure is through construction by the player using workers and resources. The player produces the Construction materials by themselves and transports the materials to the construction site using the proper Vehicles. The player will not have access to all resources at the start, and will likely need to import them from a customs station.

In order to control construction with resources, the player must have:

  • Construction facilities
  • Construction resources
  • Labor (measured in Workdays)

Construction facilities

To start the construction under control of the player, the player first must place the necessary supporting buildings in the world and buy some construction vehicles. With the minimum setup the player can start constructing the basics. After a while the player needs to extend that setup.

The Construction office handles all the construction in the players republic, place all construction vehicles in it, assign storages and watch the construction vehicles slowly build the republic the player is working towards to.

Construction resources

Construction resources come from storage buildings, where they can be Imported and loaded onto compatible vehicles to transport them to the construction site, or produced by the player at the right building. In the early days of the player's republic, it is generally a good idea to Import everything the player needs (with some exceptions, see below) since most materials are really cheap, and the expensive ones have long production chains, are locked by technology requirements, or need hundreds of workers to produce. The player could, for example, set up a gravel extraction and processing industry early, but especially at harder difficulties, since gravel has so little value, the time and starting money are better spent importing it.

Workdays

A work day is a measure of production equal to how much a single worker could add to the construction in a full day. Some vehicles, like excavators or bulldozers, can "produce" work days themselves without workers being present, while others (e.g. cranes) speed up production but need workers to be present.

Workers from residential buildings or public transport stations in walking distance from the construction site will automatically come to work there. For more distant constructions, buses at construction offices will pick up workers at the designated bus stop.

Rail construction

Constructing rails is a very similar process, the main difference being that the rail office has internal storage for all the materials it needs, so external storage is not required. The Rail construction office also differs from the Construction Office in that there is only one type of vehicle required, the track builder, and that workers report directly to the rail office instead of to the construction sites themselves.
