Workers & Resources: Soviet Republic is the ultimate real-time soviet-themed city builder tycoon game. Construct your own republic and transform a poor country into a rich industrial superpower!

Workers & Resources: Soviet Republic is a city builder and construction and management simulation game developed and published by 3Division. It was released in early access in March 15, 2019. It is available only on the PC. The game takes place in an unending cold war, from the 60's and forwards. The player interacts and trades with NATO and Soviet countries in efforts to build up their economy in an unspecified location in the globe.

The economy of Workers & Resources: Soviet Republic is divided in resources and in currencies. The player is tasked with managing production of said resources and their supply routes. Resources need to be taken and delivered to facilities via vehicle routes, which can be achieved via the capable infrastructure type. Contrary to most city managing games, the citizens of the player's republic needs are met through resources and not by any currency. The only forms to acquire currencies is via exporting resources, tourism, or via loans.

Centrally planned economy

The game's economy is centrally planned and the player has full control of the means of production and is require to fully plan factories and storage sites.

Setting

The game is set in the 20th and 21st centuries during the cold war and post cold war, in an unstated region of the world. The game takes place in an unspecified communist country in a player-chosen region between NATO and Soviet countries.[1] This neutral position allows the player to trade with either power's country, without restrictions. The player takes over an unspecified role of leader in said country tasked with building their republic. There are no election mechanics in-game and the player has no lose conditions.

The soundtrack of Workers & Resources: Soviet Republic is comprised of 13 different songs composed by Rotem Hecht to fit the aesthetic and setting of the game.

Content

Workers & Resources: Soviet Republic offers DLCs to players to expand the already large amount of content in-game. The game can also me modded for community created content.

Release issues

DMCA strike

In the beginning of February 2023 Workers & Resources: Soviet Republic has come under fire due to a takedown notice issued under the Digital Millennium Copyright Act (DMCA).

A player alleges that he created a game mode called "Cosmonaut mode" and documented it in a Steam guide in 2020. He claims that the developers of WRSR copied his idea and incorporated it into the game without giving him credit or compensation. The player and 3Division didn't came to an agreement about the moment of credit or compensation and at that point the player issued is actions.

Through a series of DMCA claims he ended up getting the game’s official site taken down, reported official YouTube videos belonging to developers 3Division and eventually got the game itself removed from Steam. He also contacted several YouTube game influencers to take down videos specifically for not linking back to his guide, before doing the same to Workers and Resources' website and its Steam page.

3Division reacted upon this by stating: "There is nothing in his work in terms of game design that would relate directly to game’s code, and he does not offer any technical solutions for the development team to use. He literally just created a guide with some possible way to play the game and called it Cosmonaut mode, but it is not helping the development process. Only one thing he was helpful in, is that the popularity of his guide showed us how much people wanted to play the game in a realistic and more challenging way."

The takedown notice has caused a stir in the Workers & Resources: Soviet Republic community, with many players expressing concern about the potential implications of the DMCA on game development and creativity. Some have criticized the player for using the DMCA as a weapon to protect his ideas, arguing that this goes against the spirit of innovation and collaboration.

After negotiations between 3Division and the player they settled by adding his name to the credits.

The game returned to Steam on 4th March, with a message from the game's development team.
