From Workers & Resources: Soviet Republic Official Wiki

The Kindergarten is a building in Workers and Resources that is used to monitor Pollution and Radiation.

Background

Kindergartens are educational institutions designed for young children typically between the ages of three and five, serving as a bridge between home and formal schooling. They focus on early childhood development through play-based learning, socialization, and basic academic preparation. Curriculum often includes activities to foster cognitive, physical, emotional, and social skills, such as storytelling, arts and crafts, music, and outdoor play. Kindergartens vary in structure, with some part of larger school systems and others operating independently. They provide a nurturing environment where children can explore, learn, and develop foundational skills that prepare them for future academic success.

When the workers go to work the babies can be brought to the Kindergarten. If there is no room available at the kindergarten, the worker has to stay at home to babysit and therefor can't go to work. So no kindergartens available in the players republic or no room available at the kindergartens may impact you workforce, because the wokers have to stay at home.
