Overview
A Viceroy can create settlements on varying levels of difficulty. These range from the easiest, Settler to the most challenging, Prestige 20. Each difficulty has an increased challenge multiplier that is applied to everything ranging from Orders to Forest Mysteries. Prestige levels all have Prestige Modifiers accompanying them.
