Colonial Expeditionary Pact (CEP)

General

The Colonial Expeditionary Pact (CEP) was an alliance created by the factions of Titan, Europa, Pluto and Tethys during the First Colonial War of 2238. The alliance was created as a form of protection from the suppression of the inner planets, declaring their independence from Earth. In response to the declaration of independence Earth and the inner planets formed the Inner System Defense Treaty (ISDT).

Formation

The Colonial Expeditionary Pact (CEP) was formed due to increasing inequality, sanctions and pressure from the inner worlds. Once the material Ti-82 was discovered on Pluto, Earth imposed more sanctions on the outer worlds. As a result of this action the outer worlds banded together and declared their independence. This unification led to Earth forming the ISDT. Europa, the largest and most important planet of the outer worlds, became the first planet to sign the treaty. As a result, the Europian Special Forces launched a surprise attack on the refueling station of Artemis in orbit around Europa, making this the first skirmish of the war. Titan and Tethys, who were colonized by Europians, soon followed Europa, becoming the second and thirds to sign, respectively. Titan contributed 30% to the armed forces of the CEP. Pluto became the fourth and final signatory, contributing large quantities of Ti-82 for ships and stations of the CEP.
