This page shows mechanics of speed modifying effects.

Mechanics

Speed buff (speed-up) and speed debuff (slow-down) are treated as different effects. Each creature can be inflicted with both a speed buff and a speed debuff at once. The effects will nullify each other.

Creatures with slow resistance can reduce inflicted speed debuff by a certain amount.

Some creatures can ignore resistance and inflict speed debuff on themselves as demerit.
