This page shows mechanics of speed modifying effects.

Mechanics

Movement speed buff (speed-up) and movement speed debuff (slow-down) are treated as different effects. Each creature can be inflicted with both a movement speed buff and a movement speed debuff at once. The effects will nullify each other.

Attack speed buff and attack speed debuff are treated as the same effect. They can't stack.

Creatures with slow resistance can reduce inflicted speed debuff by a certain amount.

Speed buff can only be inflicted on the users.

Some creatures can inflict speed debuff on themselves as demerit. Resistance is ignored.
