The Pumpjack is the primary source of Oil. It needs to be built in a location with underground sources of oil (which can be displayed in a minimap).

The produced oil can be transported using a pipeline to immediate processing in a Chemical Plant, Oil refinery, or Plastics Factory, to an intermediate storage in an Oil/Fuel Storage building, or loaded using an Oil/Fuel Loading & Unloading station on a train with tankers or with an oil tank truck and transported elsewhere (and maybe exported).
