Background
Orphanages are residential institutions dedicated to housing and caring for orphaned or abandoned children. They provide food, shelter, education, and basic healthcare. Historically prevalent before the rise of foster care systems, modern orphanages aim to provide a stable environment for children without parental care. However, research has highlighted potential drawbacks, such as lack of individualized attention and emotional support, prompting a shift towards family-based care models. Despite challenges, orphanages remain crucial in regions with limited resources or unstable family situations, striving to offer a semblance of stability and support for children who lack a traditional family structure.
Gameplay
When Citizens die or are in prison their children become orphans. But they do not become homeless. These children will become residents in orphanages and your workers will care about them raising them up and giving them what they need to become the future of your successful Republic. You will need to provide food and clothes for them, and they will thrive. Additionally, if their tutors will be loyal, they will follow their example and become your loyal workforce as they grow up.

Placing a Secret police have the following effects to the game:
