City resources
City resources are specific to each City.
Culture
When a City's Culture bar fills a positive Event occurs and the city's Culture Level increases, providing increasing bonuses but also increasing costs per population. Culture is primarily increased by building Shrines and Odeons, training certain Specialists, adopting certain Laws or spreading a Religion to a City.
National resources
National resources are refined from natural resources and used directly by a Nation.
Natural resources
Natural resources appear on certain hexes on the map and are used to refine national resources. They can also be harvested by units that have the ability to do so.
