Cada región tiene un Nivel de Asentamiento, determinado por el número y nivel de los señoríos. Todas las regiones comienzan en el nivel de asentamiento 1: Pueblo Pequeño.
- El nivel 2 (pueblo pequeño) requiere 5 señoríos de nivel 1.
- El Nivel 3 (Pueblo Mediano) requiere 5 señoríos de nivel 1 y 2 señoríos de nivel 2.
- El nivel 4 (Pueblo Grande) requiere 10 señoríos de nivel 1 y 5 señoríos de nivel 2.
Cada región tiene su propio Árbol de Desarrollo. Cada vez que aumente su nivel de asentamiento, la región obtendrá un punto de desarrollo, que puede usarse para desbloquear nuevos edificios o mejoras o hacer que los existentes sean más eficientes. Hay 4 árboles de desarrollo, cada uno con 10 u 11 ramas de desarrollo.
