It can be raised by meeting the needs of burgage plots, such as having a well-stocked marketplace area with plenty of resources that they require, especially Food and Clothing. It is penalized by at least homelessness, and likely some other factors.

Approval influences whether families will move in or not. Over 50% and a family will move in per month. According to the FAQ, if approval is over 75% multiple families may move in during a single month. The history of the last 30 days will be shown when hovering over the display in the top bar of the UI.

It will also impact morale of troops during warfare.
