Surrounds a [[File:]] media tag with a border the color of a perk. The first argument specifies the color; the second argument is the icon filename. Use the appropriate color template.
This template makes a small icon. For larger icons, use Template:PerkIconBorder.
For example, {{PerkSmallIconBorder|{{PerkGreen}}|File:question_mark.png}} produces:
- Green Perk color is defined by Template:PerkGreen.
- Blue Perk color is defined by Template:PerkBlue.
- Purple Perk color is defined by Template:PerkPurple.
